£4.5bn Southern Construction Frameworks Bidders Day

A Bidders Day for public sector works valued at up to £4.5bn over four years will be held in London on 21 January 2026.

The Southern Construction Framework (SCF), a collaboration between Hampshire County Council and Devon County Council, connects public sector organisations throughout London, the South East and the South West with suitable building contractors to fulfil their construction requirements.
A Bidders Day for the latest framework (SCF6) will be held on Wednesday 21 January 2026 at BMA House, London, following the end of the Constructing Excellence Conference 2026. However, those not attending the conference can participate in the Bidders Day, which is FREE to attend and open to all interested organisations.
SCF6 will be procured by Devon and Hampshire County Councils in the next 18 months and is due to go live from May 2027.
The previous generation had a framework cap of £4.5bn with an anticipated workload of £1.92bn over the four years period. As of July 2025, SCF has achieved a workload of £1.59bn (83% of turnover target at 54% of framework duration). It is anticipated that the SCF6 framework cap will be revised up to reflect both the performance and an increase in scope it covers.
